Dear President Trump:
Hope this letter finds you well. On behalf of the Chinese-American organizations undersigned and the Chinese American community in general, we would like to urge you to veto H.R. 3289, so called “Hong Kong Human Rights and Democracy Act” (“the Act”). Our request is based on the following reasons:
Despite its name, “the Act” would be of no benefit to the human rights situation in Hong Kong. Instead, it would severely damage the stability and rule of law in the territory. Continuous protests and violent riots for the past few months have caused serious harms to the safety of life and property of the Hong Kong people. The protests have become increasingly violent and are on the verge of slipping into the abyss of terrorism. The passing of “the Act” would weaken the ability of the Hong Kong government and police force to restore law and order. This would risk pushing the city into a state of anarchy, which would lead to more bloodshed and destruction of properties, further endangering the basic human rights of the people in Hong Kong.
Hong Kong being one of the most important international financial centers in the world, its stability is of critical importance to the world economy. Over the past few months, businesses in Hong Kong, including US-invested ones, have suffered huge losses as result of the turmoil. The passing of “the Act” would encourage rioters to further escalate their actions to destabilize the city, which would lead to more economic losses for all international businesses operating in Hong Kong. It would also put further downward pressure to the world economy.
The passing of “the Act” would severely damage the bilateral relationship between the US and China and jeopardize the ongoing trade negotiations between the two countries. This would be detrimental to the interests of both nations and dangerous for the geopolitical and economic stability of the world.
Based on the above, we believe that the passing of “the Act” would not be in the interest of the American people and the United States as a country. We would therefore like to ask for your careful consideration and refusal to approve the “the Act”.
