Last summer, The City of New York invested 32 millions to bring hundreds of "Big Belly" bin to the most rat-ridden neighborhood. A third of which went to the Chinatown. These solar-powered bins cost $7000 each, looks fancy at first. But after a week they arrived, complaints were on the rise.


 "Two or three residents thought it was a mailbox." Mr. Shum, a street sweeper in Chinatown, had encountered people who send their letters to the big belly. "It was only after they found out they had mailed the letters into a wrong box." 


There are four sensors installed inside the bin to detect whether the trash bag is filled up or not, but they could be easily stained with garbage. "It may transmit wrong signal to the sweepers, calling them to collect an empty bag."
